When something is thought to be noteworthy or a person wonders if there is something of note about it, that's when seeing the numbers is remembered more than it would otherwise be.

Then, when the person wonders if there is meaning in them seeing the numbers, they are much more likely to consider it even more noteworthy the next time they see the birthday numbers. So the numbers are seen even more often.
