"A study of numbers" is the root concept of the word "numerology". Therefore, anything related to numbers can be said to be within the framework of numerology.
But that doesn't place everything related to numbers into the divination aspect of the practice of numerology. I don't know of any divination-related numerology calculations related to "temporal", or any other numerology calculations come to think of it. Pinnacles, yes. Life periods, yes. But not a temporal period pinnacle.
Therefore, I can not answer your question. It is not within my areas of expertise.
Perhaps "temporal period pinnacle" is something from astrology, or other divination practice. Maybe somebody just made it up to sell reports about how to prepare for it. But those are just speculations.
