Strange Numbers on the Clock
Question:
I have always observed strange number sequences when I wake up and look at the clock throughout my life. Last night [...] I awoke and looked at my phone and it was 1:23am. As usual I thought that was a little weird and thought the next time I wake that there would probably be another strange number such as 2:22 or 3:33 or something to that effect. I didn't even think of the number 3:21 until that is what I saw when I next checked the time. Any thoughts? Things like this seem to happen fairly frequently throughout my life; not constantly but on and off. Thank you for your time.

It's likely you see other numbers on the clock from time to time but just don't remember those instances.
The strange number sequences are remembered because they are strange and also perhaps because you're wondering if it contains personal meaning.

Something not addressed more than a short mention is this:
It's likely that you feel like you see the clock times more than you actually do. It has to do with memory.
The clock times you remember seeing are the only times you remember. The other clock times, the forgotten ones, of course aren't remembered and aren't considered when reviewing the past.
Example:
If you look at the clock 10 times during a day and 2 of those times are a strange number, then 20% of the times you looked at the clock the time was a strange number.
You tend to remember the strange-number times. Seeing the other times is less likely to be remembered.
If you remember the 2 strange-number times and 1 of the non-strange times, then it would feel as if 66% of the time the strange occurred — over 3 times as often as it actually did.
If you remember only the strange-number times, then it would feel as if every time you look at the clock it's a strange-number time.
That's why some people feel like they see certain numbers all the time when in fact they see many numbers during the day. They just remember seeing those certain numbers.
And wondering if something has a personal meaning virtually ensures seeing it will be remembered.
