For approximately 4 years or so I see my birthday 8/17 regularly... Multiple times a day, as well as seeing 8/17 in many different ways... Can you explain this to me???

You see (remember seeing) 8/17 because it is your birthday.
When you see that set of numbers, you mentally note the fact that you are seeing your birthday numbers. Because your birthday holds personal significance and because that notation is more than you give other numbers, the seeing is more likely to be remembered,
Many people don't remember seeing their birthday numbers. The numbers don't have a high enough personal significance to notice the fact when they see them. Thus, they don't remember seeing their birthday numbers like you do.
It doesn't have to be birthday numbers. It can be any number with personal meaning or emotional significance that a person remembers seeing. It is remembered because the person gives the event special notice at the moment the number is seen.
