Sometimes they will remember seeing a certain number. They remember the number because they give it more attention than the other numbers. Maybe it has personal meaning. Maybe the number is emotionally significant. There is some personal reason why they give the number more attention than they do other numbers.
Because the other numbers are forgotten, it seems like the remembered numbers are the only ones being seen.
When a person wonders if there is meaning in the numbers they remember, their wondering makes the number emotionally significant. And they give the number even more attention whenever they see it.
That is what it means when you remember seeing certain numbers — the numbers were given more attention when they were seen.
