What does this number mean?

I keep on seeing the numbers 3, 1, and 6, and in different orders, on the clock or on licence plates, I have been seeing these numbers for a few years now and they are always reoccuring daily. I want to know what these numbers mean please.

3 is outgoing and imaginitive. 1 is a leader and self-sufficient. 6 is nurturing and reliable.
Adding the numbers together and reducting to a single digit results in the number 1 (3 + 1 + 6 = 10 and 1 + 0 = 1)
